A simple earth-and-timber structure is a short-term weather refuge—not an improvised permanent bunker.
State what the refuge provides short-term protection from and when it must not be used. Visual screening must not compromise rescue, ventilation or an identifiable emergency access. Land use and accessibility remain part of responsible planning.
Check whether an existing basement, cabin or above-ground weather shelter can meet the need. Consider earthworks only after ground, water, structure and temporary conditions have been assessed competently.
Occupancy remains short, voluntary and stoppable at any time. Check weather, air quality, water and exits before every use. Do not enter a structure of unknown condition.
