A basement is reachable without travel and can serve everyday uses. Fire, water, damaged services, blocked stairs or structural failure elsewhere in the building can still affect it. Assess the room as part of the whole building, not in isolation.
A new structure permits a coordinated layout, two exits and dedicated services. It also creates geotechnical, waterproofing, drainage and maintenance questions that require qualified design. A remote location also complicates inspection, supplies and emergency assistance.
Score each option for access, fire, water, structure, airflow, secondary exit, supplies, inspection and lifetime cost. A disqualifier such as recurring water ingress outweighs a comfort benefit. Record what has been verified and what remains an assumption.
